This is the L2ScrollMessenger contract. ETH is pre-minted to this contract in the genesis block. Every time someone deposits some ETH on Ethereum, the corresponding amount is released from this contract on Scroll. This is analogous to “minting ETH”. Scroll chose this design to make deposits cheap and simple.
